This is an illustration for a Puppy Mill by t'Sade.

This is a main character Merrie who is a mute telepathic telekinetic near-omnipotent insane mage dog girl with severed limbs. She is also wearing a Cloak of Shadow, a sentient artifact from another dimension.
(Yes, it's exactly as badass / weird as it sounds. )

The book is great but it's probably not a best idea to read it if you don't like gore, sex and torture scenes.
